Specifically, we assessed (1) school administrator perceptions of barriers/enablers to LWP implementation and (2) commonalities and differences in barriers/enablers among schools with a majority HI or LI student body. Recent studies have shown that LWP implementation levels in schools are low, inconsistent, or nonexistent (Hager et al., 2016; Sánchez et al., 2014). Strong LWPs can improve facets of the school nutrition and physical activity environment, including policies that require nutritionally healthy meals, limit access to energy-dense snacks and sugar-sweetened beverages, and set standards for the timing and intensity of physical activity (Story, Nanney, & Schwartz, 2009). Local wellness policies (LWPs) are mandated among school systems to enhance nutrition/physical activity opportunities in schools. As is typical in school-based research, gambling variations in local school resources necessitated slight site-specific modifications in the study design, although fidelity to the program model was maintained. The program’s overarching aim —strengthening the implementation of proactive and fully funded school policy — aligns the intervention with school priorities.

To advance research on school wellness programming, it is important to test approaches aimed at building capacity for more effective school wellness programming. However, factors within and outside the school environment have been found to hinder adoption, implementation, and sustainability of comprehensive interventions 3,4,5,6. Implementation process themes (e.g., planning, adaptation of resources to meet school capacity/needs, and engaging students as leaders) were cited as key facilitators. Qualitative data demonstrated that factors within the outer setting (i.e., engaging community partners) facilitated programming. Paired t-tests were run to assess changes in implementation (classroom, physical education, and lunchroom settings), capacity, and stakeholder engagement over time.
